In an effort to pursue education on the subject of CON, the attached Testimony was given to Chairman Ed Rynder’s on 11-29-2016 and can serve as a major educational piece to study. It is very self-explanatory and covers a lot of background on CON. Any questions or comments are appreciated. These white papers should be viewed as background upon which the Georgia health care system is founded. This testimony is now two years old so it may require revisiting in view of several evolved issues. Those issues can be reviewed in the second attachment that was recently published by HomeTown about CON.
