Given:

1. HomeTown has helped rural hospitals through ten to twelve cash and payroll crisis in recent weeks.
2. The crisis situation is not over and will get much worse when
   1. the effect of dropping outpatient services hits after short lag of cash drop
   2. Medicaid drops off due to shutdowns and shelter in place
   3. Medicare Drops off due to shutdowns and shelter in place
   4. Reports from the field are getting worse and difficulties will soar uncontrollably in ten days due to aggregate effect of above
